Therefore, the linkage made by some Basque nationalists between the three provinces currently forming the Autonomous Community of the Basque Country and Navarre has virtually no historical foundations, at least from a political and institutional perspective. Still from this point of view, the three provinces never formed a Basque Country in the Middle Ages. There was, of course, a population sharing a common language whose exact origins are unknown, but no formal unity. The notion of a Basque political unit stretching into the territories of present-day France (more specifically in Aquitaine) has even weaker historical foundations.

Political institutions are of crucial importance for the development of substate nationalism in at least three ways. First, institutions can launch and sustain a process 16 Introduction of identity construction quite independently of agency. For example, arrangements of territorial division of power, through federal or other decentralized structures, have inherent identity-generating potential; after all, they establish boundaries between groups, including some people and excluding others. The creation of a “region” with an autonomous executive and legislature, as well as a distinct political class, gives a new territorial focus to politics.

As a consequence, the Basque provinces developed as autonomous political communities in relative isolation from the Spanish state. This history of political autonomy for the Basque provinces rendered the late-nineteenth-century process of state centralization problematic, especially because throughout the nineteenth and in the early twentieth centuries efforts at Spanish nation-building were sporadic and unsuccessful. The Spanish state was unable to “make Spaniards” out of all of its populations, including many in the Basque provinces.
